Clear build cache

BreachFix Cloud does not yet expose a clear-cache-and-deploy action. Each deploy rebuilds from source; Docker layer caching applies automatically on the host.
This capability is tracked on the parity & roadmap page. BreachFix Cloud is under active development — check back as features ship.
